Sebewaing discusses DDA



SEBEWAING - Members of the business community met with Huron County Economic Development Corporation Executive Director Carl Osentoski and Michigan State Housing Development Authority spokesman Ken Kukuk on Tuesday morning to discuss how the village can create a downtown development authority (DDA).

"The thoughts presented here today are ideas we can use to move Sebewaing ahead," said Sebewaing Beautification Committee member and business owner Sue Wiese.

Kukuk's power point presentation explained what a DDA district is, what a DDA can accomplish, how a DDA can bring in revenue and what projects are possible.

To begin the qualifying process to create a DDA, the village must have efficient land use, historical multi-story buildings, unique architecture, compact street grid, on street parking and a minimum of 50 years of history.

Kukuk said a DDA is designed to be a catalyst of a community's downtown district. DDA's provide a variety of funding options including tax increments financing (TIF) plans- used to fund public improvements in the downtown district and the ability to levy a limited millage to address administrative expenses.

Kukuk explained some of the advantages of a traditional downtown and what it brings to a community:

  • Community image- one of out ten people remember a downtown visually.

  • Helps put life back onto the street- people can park and walk to do their errands.

  • Retail centers.

  • Entertainment and cultural centers.

  • Business centers.

  • Offers upper floor living space.

  • History center of the community -- a sense of place and heart of the community.

    "When a DDA is created and in place, people tend to gravitate back to the downtown area," he said. "The downtown area radiates into surrounding areas."

    Kukuk continued and explained the process of establishing the DDA. First step is to designate the downtown district, then a resolution needs to pass, a public hearing needs to be held with the DDA intentions noted, a board of directors needs to be appointed and all local entities must be notified.

    "Our office is willing to help with the process," said Osentoski. "There's more to discuss as the DDA is officially formed."

    "One major benefit is the municipality creates an organization dedicated solely to overseeing the management and operation of a community downtown commercial district," said Kukuk.

    Currently Huron County has three DDA's, including Bad Axe, Port Austin and Caseville. "I believe Harbor Beach has a DDA (as well), but they don't have regular meetings," said Osentoski. "Or it's been a while since they officially met."
